I think, Yes and No;
(bit of a ramble follows)
Technology of Creativity could be read to imply that Technology is a component of Creativity (and the other way ’round), which I don’t believe is incorrect, but certainly not the whole truth. I think there is a ‘holarcical’ relationship between the memes Technology and Creativity in the notion of Design. And this holarchy-relationship is also :- ), what I believe design is. I suppose this implies that Design is also Creative Technology, and for that matter also the Creativity of Technology.

So much for the definitive one-liner :- )

In terms of distinctions, yes;
by technology of creativity I mean the activities, skills, techniques through which creativity becomes real, manifests.
with technological creativity I’m thinking more about the intelligent, systemic, challenge oriented application of creativity that could be argued differentiates Design from Art.
creativity of technology, design is a constant interaction with context, when there is no responsiveness, lack of currency, technology isn’t design anymore.
creative technology – Design is more than the configuration of technology, it has a kind of idealism, has a purpose consciousness, that translates into a criteria for its qualitative value.
